Master Plan 2025

The Borough of Pennington has benefitted from previous planning efforts, which have shaped the Borough and maintained a high quality of life for its residents. Although there are few sites left to build on, there are new challenges facing the Borough. The Master Plan Reexamination Report, adopted at a public meeting of the Planning Board on May 10, 2023, recommended that the Borough’s 1998 Master Plan should be updated. There were three areas of deficiency:

It made no mention of several current issues, such as conservation, renewable energy, greenhouse gas emissions reduction, climate change hazard vulnerability and mitigation, green buildings, environmental sustainability, and economic development.

The data and assumptions in the 1998 Master Plan are outdated.

It is not easy to get a coherent picture of the current 1998 Master Plan as revised by recommendations in the reexamination reports of 2005 and 2013.

To address the first and second issues, the Planning Board recommended that the Borough should create a new Master Plan by 2025. To address the third issue, the 2025 Master Plan will be a living document on the Borough website.

The links below lead to the twelve Elements being developed for the 2025 Master Plan. Each link will be updated as progress is made on that element. When the status of an element changes, residents will be informed by an email from the Borough. Master Plan 2025 development is being led by the Master Plan Committee (MPC), consisting of Planning Board members Andy Jackson, Kate O’Neill, Amy Kassler-Taub and Nadine Stern. The MPC is being assisted by the Citizens Advisory Committee to the Planning Board (CAC). Elements are being drafted by teams from the corresponding Commissions or Committees and by other teams for topic areas not covered by a committee or commission. Planner Jim Kyle of KMA is contracted to work with the MPC in the development of the elements.

In fall 2023, the MPC and the CAC developed preliminary goals and vision ideas. The goals, sorted by element, were approved by the Planning Board on January 10, 2024, for release to the element-writing teams. Element 1 was based on the MPC/CAC vision and was endorsed by the Planning Board on March 13, 2024, for release to the element-writing teams as guidance.
